The Simi Valley City Council has voted to earmark $100,000 of next year's redevelopment funds for a program meant to keep retail dollars in the community. The council, sitting as the Community Development Agency, voted 4-1 Monday to increase funding to Shop Simi Valley First, a marketing campaign to show residents that keeping money in the community ultimately benefits them. However, not everyone thinks it is money well spent.
